APT-C-40 is a code name given by the Chinese cybersecurity company Qihoo 360 to the United States National Security Agency (NSA) and its associated agencies
The company claims that the NSA has been conducting indiscriminate cyberattacks against various industries and countries for more than a decade, starting from 2010
These attacks coincide with a specific network warfare plan the NSA implemented
None of this is verifiable, as the Chinese cybersecurity firm, "Qihoo 360", responsible for creating the white paper has not been able to produce any credible evidence.
